Heater won't shut off! model #FEH-015HA-04

Hi-
I have an Nordyne/Intertherm furnace model #FEH-015HA-04. The heating element won't stop coming on as soon as there is power to the unit. The only way to turn off heater is to turn off the breaker _and_ pull out the quick disconnect bar. I have disconnected the thermostat at the wall (red/white wires) but the prob remains.
I can sort of use a meter, but I'm better at swapping out parts. It's been my best strategy on my cars
. Any ideas? What should I be looking for?
