Under the bathroom sink I notice that it appears to vent under the cabinet. There is a short pipe with a vented cap on it. This is where the odor is coming from.
Is it supposed to be vented under there?

Those vented caps can fail. Get a new one, screw it in and you should be all good. They are about $7.

don't know how this got under heating & cooling but do I need a vent under the sink. It tees off and goes down underneath to the sewer line which I assume is vented somewhere through the roof !!

This is what they install when you do not run out through the roof. Common in these mobile homes. They can go bad. These vent caps are suppose to be at least 4" above the sink P-Trap for them to work correctly. I see them down pretty low a lot of the times which could be an issue.
