So, maybe I am looking at this to hard - but I cannot seem to figure out how I can remove this panel to access and clean my A-coil. Can I cut it with tin snips, and then seal the cut with aluminum tape?

I usually snip a slot on the left side of the panel about a half inch below the elevation of the lines where they enter the unit. This gives you a little room to lift it out of the little retaining tabs at the bottom of the cabinet. Pull all the screws, cut the panel at the left edge, lift slightly them bend it in the middle as you pull it towards you. This will allow you to sneak it past the lines and gas supply without having to remove them. It can be tricky but it's doable. Clean all surfaces well and use metallic duct tape to seal it up once back in place.
