Is it a fire hazard? Well you never know if anyone else might someday try to plug something into it. Not everyone is observant and some people ignore it when they get shocked. You may also consider putting some insulation on the inlet pipe. If the water coming from the earth is 50 degrees and the house is 70 degrees you can get condensation.
