Have you ever ran the a/c in this home ? The owners says it has worked, since, the new t-stat was installed. IF no wires are connected to RC, then RH and RC have to be jumpered to have a/c. Remove cover(s) of t-stat to reveal wires, turn t-stat to OFF and test across RC and Y and then across RC and G. Test both sets for 24VAC.
